The residential proxy database is the headline offering: the official residential page advertises over 60 million home-ISP IP addresses across 127 countries, with both rotating (a new IP per request) and session IPs (a conditionally static IP for up to 24 hours). Targeting is granular for a service of this size, with selection by country, state, and city, though the site explicitly notes you cannot pin a specific IP.
