Unlike the modern residential/mobile-first vendors, SSL Private Proxy has stayed in its lane: it sells dedicated and shared (semi-dedicated, capped at roughly three users per IP) datacenter HTTP/HTTPS proxies, plus private and shared VPN access (PPTP and OpenVPN). According to its homepage, the company manages 120,000+ dedicated IP addresses.
